FACILITIES provided FOR ELIGIBLE SC/ST/OBC(NC) by the Tata Institute of Social Sciences for B.A. Programmes

 Reservation Policy for Tuljapur and Hyderabad Campuses:

 Reservation Policy for admission to the academic year 2018-19 is as per Government of India requirements:-

 a) Scheduled Castes (SC) : 15% of the total seats.

 b) Schedule Tribes (ST) : 7.5% of the total seats.

 c) Other Backward Classes (OBC( Non-Creamy Layers).: 27% of the total seats.

 The seats reserved for the SC/ST shall be filled by the SC/ST candidates only. However, in the case of non-availability of the eligible candidates, the reserved seats may be interchanged between the SC & ST. If still any seat remains unfilled, the same shall be left vacant.

The seats reserved for the OBCs shall be filled with the OBC candidates only. Only if OBC candidates possessing the minimum eligibility marks are not available in the OBC category then the vacant OBC seats shall be converted into General Category seats in accordance with the admission schedule notified by the Intitute.

 Reservation Policy for the Guwahati Campus :

TISS Guwahati is meant to serve the eight states in the North-Eastern India and thus reserves 66% of the seats for candidates from these states. Specific quota is allotted for each of the eight states, and seat allotment for each of the states will be governed by the reservation policy of the respective state.
The remaining 34% of the seats are for candidates from rest of India. The GoI reservation policy will be applicable to these 34% of the seats.

 1)  Persons With Disability:

 As per Government of India requirement: the provisions under section 39 of Persons with Disabilities Act, 1995, 3% seats are reserved for persons with disabilities in admission requirements. The three categories of disabilities are: (a) low-vision/blindness, b) hearing impairment, and c) loco motor disability/cerebral palsy. This provision is applicable if the candidate suffers from any of the listed disabilities to the extent of not less than 40% as certified by medical authority as prescribed and explained in the said Act. Persons with visual impairment will be given an option to have a SCRIBE to assist them to complete the test. The SCRIBE should be an undergraduate student and should bring a valid ID proof at the time of the test.

(Persons With Disability: 3% seats(supernumerary quota) as applicable will be considered in the Master’s Degree Programmes for PWD of which 1% each is reserved for persons with (a) Low Vision/Blindness, (b) Hearing Impairment, and (c) Learning Disability/Cerebral Palsy)

 2) Kashmiri Migrants:

Reservation of 5% seats as per the GoI directives.

 3) Armed Forces:

 Reservation of 5% seats (supernumerary quota) for Children/widows of personnel Armed/Paramilitary Forces killed/disabled in action during the hostilities in the following priority:-

 Priority I : Widows/wards of Defense personnel/Para-Military Personnel killed in action.

 Required Certificate: Proof in Original.

 Priority II : Wards of serving Defense Personnel and ex-servicemen/Para-Military personnel disabled in action.

 Required Certificate: Original disability certificate clearly indicating the disability is attributable to Military Services.

 Priority III : Widows/wards of Defense Personnel/Para-Military Personnel who died in peace time with death attributable to Military Service.

 Required Certificate: Original death certificate clearly indicating the cause of death is attributable to Military Service.

 Priority IV : Wards of Defense Personnel/Para-Military Personnel disabled in peace time with disability attributable to Military Service.

 Required Certificate: Original disability certificate clearly indicating the disability is attributable to Military Service.

 Priority V : Wards of serving Defense Personnel and ex-servicemen Para-Military/Police Personnel who are in receipt of Gallantry Awards.

 Required Certificate: Proof of award in Original.

 Priority VI : Wards of Defense Ex-servicemen.

 Required Certificate: Original ex-servicemen Identity Card/discharge book/PPO(Pension Payment Order).

 Priority VII : Wards of serving Defense Personnel.

 Required Certificate: Original Service Identity Cards and Dependent Card/Certificate issued by the Competent Authority.

 Application fees:

 Unemployed SC/ST and OBC(NC) (including NT, DNTs & SBC from Maharashtra State) candidates, whose parent's/ guardian's income is less than Rs.2.5 lakhs and Rs.1 lakh respectively, are eligible for concessional application Fee of Rs. 275/ - (for online payment) & Rs. 250/ - (for Bank Challan). For availing this concession candidates are required to submit a valid Caste/ Tribe/ OBC(NC) Certificate and Income Certificate (FY2016-17) issued by a competent authority. The OBC (Non-Creamy Layer) Certificates issued before prior to 31st March 2017 will not be considered.
 All candidates of all other categories need not upload any certificates, but produce all relevant certificates if selected. Failure to produce the certificates will lead to cancellation of the admission Please see Sections 8.2, 8.3 and 8.4 for more information.
ll the SC, ST and OBC (NC) (including NT, DNTs and SBCs of Maharashtra St ate) candidates whose parental income is more than Rs.2.5 lakhs and more than Rs.1 lakh per annum respectively, are expected to pay an application fee of Rs.1025 for online and Rs.1050 through bank challan.

 Social Protection office:
The Social Protection Office (SPO) was established at the Institute as per GoI and UGC directives with the honorary position of the Dean and Associate Dean occupied by the senior faculty members. SPO facilitates implementation and monitoring of reservation policies of appropriate authorities (updated / amended from time to time) for various categories as per Government of India and UGC directives. The SPO facilitates the overall welfare of the students, staff and faculty belonging to SC, ST, OBC (Non-creamy Layer), minority and PWD communities.

 1. Post-Admission Orientation

The students admitted to various programmes shall be provided post-admission orientation at the beginning of the academic session (month of July). The main focus shall be on the course curriculum, guidance in selection of optional courses, acquainting them with the whole new multi-cultural and multi-lingual environment in the campus, and various facilities available to students.
 2. Fees, Scholarships, Loans and Student Aid Policy for Students taking admission in TISS:
 Unemployed SC/ST (excluding State of Maharashtra) eligible candidates whose family annual income is less than 2.5 lakhs, have to pay the exempted fees (including Hostel and Dining Hall) and approach for Scholarship from their respective States if they fulfil the criteria for the award of the Govt. of India Post Matric Scholarship. If any GOI – PMS amount is received by the Institute, it will be reimbursed to the respective students.
  All candidates selected for programmes at TISS are required to pay exempted fees and various other charges/ funds as given in the Fee Chart (please see table below) at the time of taking admission:

**Scholarship applications for OBC(NC) eligible students will be processed by the Social Protection Office and any amount received by the Institute will be reimbursed to students.

Important Note:

(i) Please link your Saving Bank Account (any Bank/Branch) with Aadhar Card Number to the said account to make it an Adhar Enabled Account- AEA) and also link your Aadhar Card to your mobile number for availing the scholarship benefits.

After joining the programme, a copy of the Aadhar Enabled Account (AEA) Passbook, Mobile No., E-mail ID and Self attested photocopy of the Aadhaar Card shall necessary be submitted to the Social Protection Office.

a). TISS offers ‘student aid’ for those with financial need. Arrangements are also made with nationalised banks to facilitate student educational loans. The Office of the Students Affairs will anchor these processes and candidates facing financial hardships are advised to avail of an educational loan to pay fees. Securing Scholarships / Loans will be the sole responsibility of the candidates and the Institute will not be responsible for ensuring the grant of release of loans by the Bank. Candidates can start repaying the loan taken after they have got a job (after getting their degree) or within one year of graduating (whichever is sooner).
b). Students who are eligible for Government of India Post-Matric Scholarships (GoI-PMS) are required to apply as per the procedures of the State and Union Governments concerned and secure, fill and submit scholarship application ON TIME.  The Institute Social Protection Office will help in submitting online the Scholarship Forms but the students would be responsible for applying and doing the necessary follow up.
c). Students are also responsible for renewing their Scholarship application as per the GoI norms. Failure to renew scholarships may result in economic hardships and problems in completing course work. Institute will not be responsible for any adverse impact on course completion due to this.
3. Reimbursement of Traveling Allowance (TA)
If the SC/ ST candidate’s parent's/ guardian's income is less than Rs.2.5 lakhs (for SC/ ST) during the financial year 2016-17 and have submitted a certificate to this effect, they will be provided to and fro travel expenses (Second Class Railway or State Transport Bus fare) only for the TISS-BAT. The reimbursement of the travel expenses will be subject to their submission of the original tickets.                                            
The candidates are required to post/courier their filled in application form for TISS-BAT along with onward (original) and return (xerox) journey tickets, Caste/Tribe certificate and Income Certificate for preceding year (2016-17) issued by a competent authority. Only to and fro tickets of second sleeper class (by train) or State/Govt. Transport (by road) fares with shortest route will be reimbursed.  Local eligible candidates are not entitled for travel reimbursement.
4. a) Caste/ Tribe Certificate
Caste/ Tribe/ Income Certificates are valid only if issued by the Revenue Officer, Tahsildar, Block Development Officer or District Collector.
4. b) OBC (NC) Certificate
OBC candidates from the creamy layer are treated as general candidates for the entire process of admission. Candidates belonging to OBC (creamy layer status) should select the category ‘General’ in the application form. Candidates belonging to OBC (non-creamy layer status) should have the community and non-creamy layer certificate issued after 1st April 2017 by an official of the Revenue Department of the respective State government along with an income certificate, if they are mailing a hard copy of the application. If not, these have to be produced in person upon selection and at the time of admissions.
Applications received without any of the above mentioned documents would be rejected.
Please note that the non-creamy layer certificate issued before 31 st March 2017 will be treated as outdated and such candidates will be treated as general candidates though they may belong to OBC(NC).
Please note that the Candidate’s caste is to be listed in the Central List issued by the Central Government.
5. KM and PWD Certificate
Candidates belonging to Kashmiri Migrants (KM) and Persons with Disability (PWD) categories should attach certificate-giving proof of their status. The certificates for PWD should indicate a minimum 40% of disability.
